Cleveland Property Tax Rate Assessment

I've seen mentions that property tax is assessed at 35% of the appraisal. So a 3% tax rate on a $100k house would be:

100,000 * .35 * .03 = $1050/year

However, the Cleveland County Tax Calculator does not include the 35% assessment and would just be 100,000 * .03 = $3000/year.

Could anyone provide clarity on how to properly calculate property taxes in Cleveland?
