Detroit's Appraisal Problem & Solution?

Most of you in the market have probably had this discussion. I am not in the D-Town market, nor do I plan to enter at any time soon. I also know that Detroit is the perennial punching bag of @Joshua Dorkinand the community at large.
For those of you who are on the ground: How will this affect the market?
My assumption is that the competent flippers and investors already know how to get private money despite low appraisal values. Government deals inevitably send a lot of funny-money into the hands of people who can't execute. In the worst case, the very-limited number of actual Detroit taxpayers get the check at the end of the meal.
Alternatively, could be a great opportunity for people getting started (Optimism!). Could also attract some limited migration, which may be a nice stimulus for local small business jobs. Interested in your thoughts.
