Price to Build a House From the Ground Up?

I'm trying to budget a project for an investor on building a house from the ground up. The house is not located in the best area of Dallas and so I'm thinking of a brink front with wood siding and making it around 1500 sq ft. ARV has it around 240k with sq ft and it being a 3/2/2 and budgeting 90 dollars a sq ft to get the project done. Do you think that would be a fair price to budget for a new build in a "not so nice" area?
