Removal of Cat Urine Smell

Just bought house to BRRRR. Fairly new—5th house. Removed all carpet and padding and have done one thorough cleaning. The odor of cat urine remains. The hardwoods beneath the carpet appear dark at spots, which leads me to believe urine soaked through.

Any tips?
