Project Manager Compensation?

Guys, my business has grown to a point where I need some help. One of the positions that I want to fill is that of a project manager, who will, in fact, be a bit more than a typical project manager. How much do you think I would have to pay someone who will have the following qualities and responsibilities?

Qualities of the manager:
1. Has to be honest and trustworthy
2. Has to be serious about the job and dependable
3. Must be flexible with respect to work hours - we have work seven days of the week but not always on a fixed schedule
4. Must be naturally motivated - I do not want the emotional drain of an unmotivated person
5. Must have some handyman skills and knowledge of the various types of work, evaluating the quality of the work, ability to negotiate with contractors and supervise them, etc. (I have general contractors for my projects but we still need to make sure they are not screwing up somewhere)
6. Must be willing to roll up his sleeves and get the job done instead of expecting others to do it all
7. I am somewhat old-fashioned about discipline, respect, etc. The manager will have to respond to calls, emails, etc. promptly and not show an attitude.
8. Be able to work with the other members of my team without ego issues.
9. Be in the Phoenix Metro or be willing to relocate here.
10. Be a quick learner so that I do not have to babysit for too long.
11. Did I mention honesty and integrity? They are more important to me than anything else. I want only decent and classy people on my team.
12. Be able to take criticism, admit mistakes and learn from them without becoming defensive or argumentative.
13. Be streetsmart and have common sense.
14. Being likeable is not bad, either!

The job of the manager will include:
1. Everything from getting the locks opened (with my preferred locksmiths) to ensuring that the rehab and staging are done on time and pics are ready for the mls.
2. If the home is occupied, negotiate cash for keys with the resident in a manner that is non-confrontational and yet assertive. This requires good people skills and confidence.
3. Figuring out alternatives to save money on the rehabs, make sure my designers are not going overboard on the renovation plan, etc.
4. Evaluate every bill and make sure no penny goes wasted and approve it for payment by my accounting person.
5. Coordinate with my accounts and sales people to make sure everything goes smoothly, from the day of acquisition to the day escrow is closed.

I know I am expecting a lot but I have always been a boss with high expectations and would rather search far and wide for the right candidate than settle for one who is not that good. I am also a bit culturally different from most people in the U.S. and can be quite blunt in my statements - I do not want a very emotionally sensitive person on my team.

This will be a full-time job because I do a lot of properties - my business is like Wal-Mart's - high volume and low margins.

I would really appreciate any thoughts and suggestions, including how much to pay the person, how to structure the compensation, what did I miss in my list of requirements, etc.
