Problems with contractor dragging his feet on repairs

I just purchased a duplex and the one side needs about one week of work and its week 5 and only one thing was done. I didn't sign a contract because the management company recomended him. I even gave him half of the rehad money for repairs $1,500.I called him numerous times and he doesn't call back once he did to tell me he is on vacation and the work will be done in one week, but it wasn't. I called the management company telling them i'm just disapointed they seems concernd and told me they will talk to him.i've tried the nice guy roll but i'm out of patience. What would you guys do next? I'm going to talk to an attorney and ask if they can make up a contract that could fine the contractor $100 past compleition date for future use.
