Replace these Kitchen cabinets?

Here is the kitchen in my 2nd potential rental property.  It's the first, however, that will need some rehab work.  I'd love some feedback:

1.  I will definitely replace that countertop.

2.  Can those white cabinets be touched up, or should I just replace them?  Wondering what kind of cost (Houston market) to replace them with basic cabinets.

3.  Thinking of replacing that old floor with new ceramic tile. 

4.  New backsplash, may try it on my own unless I replace the cabinets, then I'll have the contractor do both.

Comments?  Suggestions?  Thank you!

The above is a flip but started with exact same cabinets only replaced facings and hardware.  Would definitely not replace those cabinets in a rental. I get new door facings for $15 a piece and that is the max I would do with hardware. (Local cabinet shop).

Counter top is a toss up depending on quality of expected tenants.  I would almost lean toward replacement with a laminate like above.

Buy your hardware from ebay.  Much cheaper then anywhere else.
