Home Inspectors
I just came across a property with extensive work to be done. Which makes me think I'll be spending about $150k in rehab.
I'm concerned about coming across a major problem that might change this estimate.
Would a Home Inspector be the best option to narrow down the rehab costs?

Not really. At best inspectors point out problems. A contractor giving a bid to do the work would be the most accurate.
I'm amused that your estimating $150K in rehab and are worried about a "major problem". I think you're already way past major problem with a budget that big.
