Problem with architect

We hired and Architect for rehabbing our multi unit property in North Jersey  . We paid him in full and then some. My contractor says the plumbing drawing should show different plumbing lines going to different units so that it makes for easier property management and billing. My architect is refusing to do it. What should I do? Town will not accept drawings from any other architect as we found the hard way. We hired him on the town’s recommendation a second time after paying another architect first time around  -I know -Corrupt guys , to say the least .
