Best Floor / Paint Combo Interior design

Hey All - we recently purchased a multi family unit in the St. Petersburg area. The place needs a lot of work and has fairly low ceilings. Looking for advice on the best LVP / paint colors including specific brands to use. Really appreciate the help and the community. 

Separately - if anyone knows a digital interior designer would love to pick there brain for an hour and obviously willing to pay.

I feel like everyone is stepping away from the beige and gray and gravitating towards the white walls and black trim etc
