Lead Certification and permits

So, Wells Fargo has just accepted my short sale offer in under 3 months, which is great. In prepartion for closing and rehabbing the property for resale, I have a couple of questions. I've been doing some research on Richfield, MN's website for codes and permits and it mentions getting a builder's permit when rehabbing a basement and bathroom, etc. I've done this in the past, but now that it's an investment property I want to know about a question it asks on the builders' permit. It first asks if the property was built before 1978. It was, it was built in 1950. The next question asks if I will be disturbing a 6 foot square area of paint.

The answer to that is most likely yes when the windows are done. As for the remainder of the house I'll be painting over the old paint in most of the house, except in the bathroom which is mostly paint. I will get a permit for both the basement remodel and the bathroom remodel, but do I need to be lead certified and get a # to give to the city? What do others do? I won't be installing the windows, so I'll be paying for the permit through the sub contractor whose does the windows.

The 6 sq ft limit does not matter with windows; ANY window replacement requires that a lead safe RRP certified person be used.
