Subcontractor's workers comp in another state

Would my subcontractor be covered for his employees if he paints exterior trim on my Maryland property but his workers comp is effective only in VA? His office is in MD but does most of his business in VA so got a WC policy for VA. Seems like an obvious answer but thought I'd ask anyway as the MD office of WC does not pick up their phone or return calls in a timely manner.
