Any connection between Pex and sulfur odor in water??

I have an unusual situation that I hope someone may be able to help me with. Here’s the background; I have a newly remodeled two story, two family home that has all new pex plumbing, new hot water tanks, new fixtures, and a new water line from the street with a new valve at the main and everything is on one meter. The upstairs unit has a very strong sulfur odor from each tap regardless of it being hot or cold water. However, the downstairs unit where the water is used more frequently, and is still under construction, there is no noticeable odor. When you let the lines run for a few minutes it subsides. When you turn the tap on 15 minutes later the odor returns. Yesterday I let the lines run full tilt for about half an hour (my water bill is going look like the national debt) and that didn’t cure it. Also, the only functional water source on the first floor is a working stationary sink that’s been in use for several weeks and it’s not plumbed with pex at the moment. It’s been done with PVC. All the remaining first floor lines have been stubbed in with pex and are ready to go online shortly.

I never noticed the odor before as we weren’t running the water upstairs other than to flush the toilet test run the washer/dryer or spot clean. My first tenant since the remodel moved in over the weekend and we discovered it. The tenant is a sweetheart but her dad is giving me heartburn over this and I’d like to correct this as quickly as possible.
