Converting attic to an apartment

I have an attic that already has a bathroom, and heating. I see a lot of houses on my block that have dormers, air conditioner in the attic windows and looks like its occupied.

Is it possible to convert my house from 2 family to 3 family by adding dormer, a small kitchen, and second stairs?

This will bring me at least $900 per month extra. or I would actually move into it and rent my current apartment for $1300. Do you think this is all worth the expense? I'm guessing it will cost me about 25k?
