Rezoning in Richmond VA

How difficult is it to get a property rezoned in Richmond, VA? I've found a duplex that I believe isn't zoned to be anything more than SFR in my target market of Richmond. I believe R-6B or higher is required, but I'm certainly no expert. The numbers work, but I don't want to buy illegal property.
