Covid Rental Assistance Jacksonville Florida

I am a long time investor in JAX, but live in Oregon.  I have one tenant in JAX who has gotten several months behind in rent, after he was laid off due to Covid  cutbacks.  I understand that Florida was to get some $850 million of the $25 billion allocated for rental assistance in the December Covid Cares Act (or whatever it was called).  I understand that landlords can apply for the assistance on behalf of their tenants. JAX is to allocate a share of that directly from what I understand.  At this point I have been unable to locate or found any information of where and how to apply.  Is anyone tracking this? Seen anything of when and where applications are being accepted, etc?
