Utilities billing for duplex

I live on one side of a duplex while I get the second side ready to rent out. I have one water meter, one gas meter, and two separate breaker boxes. I plan to make the tenant pay for electricity since the bills are already separated, but as the landlord, I plan on paying for gas and water. I priced the unit accordingly, but I am afraid of the tenant taking advantage of this and cranking the heat or abusing the water. There is no bathtub, and it is only a one-bed one-bath 680sqft unit so I'm not sure if I'm overthinking this. Is there a document that says they owe me extra if the utility bills get too high? Thanks.
