Expanding Floor plan + expanding single unit to multiple units

Hi, I'm interested on learning about any member's experiences with expanding the floor plan and/or expanding a property on a parcel to a duplex in the city of San Francisco. I'm currently considering a property that has an old, very small house where the property is zoned RH-2 for 2 properties.  How feasible (in terms of timing, getting regulatory approval, etc.) is it to either expand the property's floor plan or build 2 units on the property?  Thanks!
