Advice Needed | Tenant Los Angeles Section 8

Hello All, 

Looking for some advice. I have a 4 unit that I purchased a year or so ago in which I inherited two section 8 tenants. 

We fully renovated the two vacant units and were able to deck them out with amenities. The existing tenants had a no pet lease, and they also have units with complete carpet so it wouldn't be best for a pet. With the new units we were able to use hardwood flooring so we were open to allow a small pet. Now the old tenant believes she should also be able to have a pet, even though her lease doesn't say so, additionally, she also wants a washer-dryer, like the other units. 

Ive explained the reasons why that is not possible but she doesn't seem to understand the logic. 


What do you all recommend? 

Her unit is super old and I really want to renovate it, but she doesn't want to move. Does anyone have experience with this?
