Help on EB5 program (aquiring Green Card for overseas investors)

I was approached by somebody who wants to set up a regional center regulated and monitored by US Immigration Service &SEC. It's a program which helps overseas investors getting green card by investing in US. It will cost around 1 million to set up a regional center. Primary investors(several, not overseas) will own part of ownership. Then they get overseas investors for some projects. Primary investors will share the return from the performance of the projects. Return will be doubled after 3 or 4 years.Is it feasible and any risk? How can they guarantee the money back?
