Foreclosure subject to

I’m trying to connect with this house owner who is in foreclosure because I would like to negotiate with all cash offer or take the property for subject to but didn’t get the chance to talk to owner.

I was wondering since I always see there is a number for plaintiffs attorney with the foreclosure file. Can the plaintiffs attorney would help me by any chance with the information or negotiations with the owner?!? Thank you.
