Property in Ireland looking for creative solutions

Hi, I am looking for creative solutions for an investment in a property in Ireland. My parents have been given land on which to build in Co.Mayo in western Ireland. The home is more more than 75% complete and there is plenty of money left over to finish the project. I suggested that my parents take out a mortgage to finish the property (95k) and invest the additional funds elsewhere as opposed to owning a home free and clear. The trouble is that the banks in Ireland will not put debt on a home that is free and clear. That would mean that my parents would have to spend the cash to finish the home, and not have the funds to put towards other investments. The are going to run a bed and breakfast out of the home when it is completed, however I believe that investing the larger sum now would be a significantly better option. Is there anyone in the BP family that could offer another possible solution? I.e. US banks, or others that lend on OCONUS properties...etc Thanks, Dan
