Land in Saratoga Springs, Utah

I'm currently trying to help my boss find some land that he can purchase to develop in the areas in the description. We're trying to find a deal off of the MLS and are currently searching for owners phone numbers in the abstract for documents they've signed on their parcel. I'm doing this through Utah County Parcel Maps, but am wondering if there's a better/easier way to find this info.

I'm also wondering if anyone knows how to purchase land from the state of Utah.

Any information would be greatly appreciated!

I use fastpeoplesearch.com to find phone numbers once I know names.  I will search through county documents only if I can’t find the number elsewhere.
