Delinquent Tax Roll interpretation

Hello everyone, For those who are targeting tax delinquent homes for wholesale how do you interpret your county list? I've called the county, asked questions. They only compile the list. I was emailed a templet which is confusing as well. It doesn't look organized/categorized. How should I tackle this? The format is PDF. Thanks in advance.
