Backpay for Water & Sewer?

Hi Guys - 

Our tenants are responsible for their water and sewer. Last spring, due to a change of hands in property management (outside of our control; our PM sold to another), our tenants were not billed for the February bill. It's 4 units, and $1,162.57 total. This has been an ongoing conversation with our current PM but I feel it is getting lost in the cracks / not something they want to really deal with. I'd like to know whether a) we can still approach tenants for payment this far out, b) should we hold PM accountable in any way, and c) what advice you have about re-cooping any of this money. We purchase properties with the understanding that tenants pay all water/sewer, I know any investor reading this is feeling it like we are!

@Brandon Sturgill Yes, our PM offered to reimburse us for the charges that weren't billed to the tenants. They didn't want to aggravate tenants by requesting back payments. (their choice). I want to thank everyone on this thread who made it clear that it was something at least worth pursuing.
