Sub Meter for tenants Water Bill

Hi, does anyone have experience with installing a sub-meter for their rental property so you can bill your tenants for water? I'm looking to do this for my 3 family home in New Jersey but don't know where to start. Do you need to find a contractor that can do this? Are there heavy regulations that I need to check with for the city?

In some jurisdictions, submeters might be illegal. Or, very costly...not worth it to you.

I would just include the cost in the rent or let the tenant knows their rent is X, plus Y, which covers water costs.

In my duplex in Gloucester City I included water as part of the rent and accounted for the line item. If you can't charge for it or the numbers don't work because the water bill is so high, move on.
