Flat roof leaking, adjuster said won’t covered by insurance

We bought an old house with flat roof, after living in it for 2 years the roof started leaking. Also, we got heavy snow last winter and a lot of rain this spring. I called my insurance company and the adjuster said there job is not to do the “exploratory part” of where is the leak on the roof, he said he looks for obvious signs like a hole in the roof due to fallen branches or severe storm damage to it. He told me that I can claim for the internal damages but why would I wanna fix the interior without fixing the roof?

I personally know a friend of mine who called his insurance company and they paid for a metal roof, they had no damage but the adjuster said there were few damages on the shingles( he had shingle roof). I am a first time home owner and don’t know what to do? Please provide any suggestions.
