Flow do I winterize a property.

This is my first investment property and was wondering if anyone can provide some guidance on winterizing a home. This home currently doesn’t have any heat and my concern is bursting pipes. 

Do I need to contact the city of Chicago to have the water shut off or is this something I can do myself? 

If anyone can provide steps necessary.
