Issues With Zoning and Development.

Hello All,

I am currently in escrow with a duplex zoned as RS 1-7 in accordance with San DIego County's zoning map and was looking to convert the three garages in the back of the building into another unit. I am being denied over the phone (called two times and calling again today), but the appraisal, the seller, and CRSData are all reporting the property as RM 3-7 which allows 1 unit per 1000 square foot of lot (we are currently at 3800). 

Does anyone have any suggestions or thoughts?

You are required a certain # of parking spaces per Dwelling Unit, so converting the garages to living space may not be possible if you don't have parking elsewhere.  Depending on the zone and the size of the units you'll need anywhere from 1-2 parking spots per Unit. If you send me the address I can confirm the zoning.
