STR septic capacity is less than sleeping capacity - advice pls!

Anybody have issues with septic capacity that is zoned for less BR or total persons than what you rent it out for? Any overflowing issues? We are under contract for a STR 3 BR that has sleeping capacity of 12+ people but the property is approved for a 1BR based on septic from health department. No idea how this house was approved to build a 3BR based on this lot.. it is a 1,000 gal tank. We are concerned of potential issues and based on a quick call into the HD they are not confident we would be approved to add a larger or secondary tank... do you think we would be okay sleeping 10-12 guests? Any advice is appreciated!!
