Permanent residency question

We started our rehab to rental property, (Nj) back in December 2016.

Sept 2018 hurt in work .(Pa)

Now out of work.

Did surgery in March. Did all phyical therapy locally, Nj (50 plus visits ) while overseeing contractors.

. (thank you family n friends .)

House is complete but still out of work, disabled and needed to sell for income

Now face serious capitol gains issue.

I have records of PT visits, cable, utility,

bills and steady collection of supply purchases.

Rumor has it health and disability issue’s only require one year Permanent Residency.

Though my address and mail are still in Pa.

Can I take a shot at this deduction ?

Advise greatly appreciated .
