Hourly cleaners verses sub contractors

Hey folks, 

For the large management groups, have you brought cleaners in house and paid hourly verses using sub contractors?

At what point did you make this change and why?

No incentive to pay hourly unless you want them to take their time and go slow.

I don't want to hire out any work on an hourly basis.
