Sonoma County STR Regulations?

Hey everyone!

I'm trying to get well versed on STR regulations in Sonoma County. I realize they've updated the ordinance (https://permitsonoma.org/regul...). What I'm trying to understand is:

1) If a city has regulations, does that supersede the county ones?

2) If a city has no regulations at all, does that mean the county ones apply?

3) What cities/area are still non-owner occupied STR friendly in Sonoma County? Is there a map view I can look @ to see?
