NY Evictions- Landlords During COVID - PLEASE HELP

Hey Bigger Pockets fam, 

Long time reader but first time posting. I saved up enough money this year to be able to make my first investments. I am under contract for a property that has three homes on it in Upstate, NY (St. Lawrence County). Im coming into the sale knowing that one of the 6 apartments has a tenant that stopped paying as soon as the Eviction moratorium began. They still work full time but just dont pay anymore. Because the old owner was elderly and kind, they didnt ask questions and didnt even try to get them out. Well theres a new sheriff in town so I have to try all options. 

Questions: 

- There was no previous lease given to this tenant- everything was based on trust with the old owner. As the new owner can that help me? Can I go in claiming theyre trespassing if they dont pay rent and if they dont have a lease? 

- I know Cash for Keys is a common tactic. My thought was to offer them $1000 (rent is $700) if they leave in 30 days without legal action. The $1000 would go to their next place. 

- Theres an apartment with a connected wall with these tenants. If there happen to be a "tenant" that had a very loud sound system that played heavy death metal 24 hours a day would that be breaking any laws? 

- Has there been ANY help to landlords through all this? I see the moratorium has been pushed to Jan 15, 2022. Im so sorry to all you landlords dealing with this through the Pandemic.
