Termite infestation in townhome rental

I have a 3/3 townhome rental unit in San Diego that is currently occupied but has termite issues. I am more than willing to fumigate/tent the unit and address the issue but my problem is that the property shares a wall with one other unit. The termite company has informed me that the best way to deal with the termite issue is to tent the entire building. My problem is that I cannot get a hold of the property owner next-door. The property management company that I use sent the tenant a demand letter asking them to contact the property manager...but of course they are not getting anywhere because the tenants aren’t the owners. Has an anyone experienced something like this and/or do you have any advice as to how I can best handle this. I’d really like to address this issue before my amazing tenants decide to leave.
