Building code, no cold water

I am tenant and my unit has a very bad insulation. Morevoer, when outdoor temperature is over 85F (in Irvine, CA so everyday), there is no cold water from the sink/shower, etc. At 85F outdoor temperature, the cold water was 101F (I let it run for 10 min, it was still 101F).

Is there any requirements regarding having running cold water? And insulation?
