Section 8 Investing Question

Hi, I am new to section 8 investing, and something I am considering more seriously with the eviction moratorium getting extended.
Have been looking at some really crappy houses,  question is:

If you take a really crappy house/bad area etc (because trying to buy at lowest price in area) and you fix it up with a good renovation, does it mean you will for sure get section 8 tenant? Like will they place a tenant in your house.  Or could you get stuck with rental and no takers because the tenant doesn't like house?
