Canceling a lease before tenant's move-in date

Tenant has been making small payments towards the total move-in costs.  We are one day before move-in, and tenant is 40% short. 

Already questioning my judgment and wondering ... if the total move-in costs are not fully paid by the move-in date ... do I have the option of canceling the lease (as oppose to giving tenant a few move days to complete  the payment)?

Property is in Phoenix AZ.

Thoughts?

 He knew that and there is no reason he couldn't have called and asked them to increase the limit or made part of the payment early.  Tell him to get a certified cheque or money order, assuming the amount is over $4K (he could have paid $2K yesterday and $2K today).

 It is his fault he has delayed his move in and needs to get either a certified check or money order.  You can also use Venmo or he can pull cash out of the atm.  Whatever you do he doesn’t get keys until you get paid.  Worst case is he has to wait until tomorrow to go to the bank for a certified check but that is a personal problem for him.  He is going to tell you he really needs to today and has friends to help move on the weekend but don’t budge.  It is unfortunate if he is telling the truth but this is a pretty common con and the money you have will be the last you see.  Also don’t let him use PayPal since it can be clawed back.  You could also go Nigerian prince and get paid in gift cards.
