Turn around cost - looks high

Hi there - I got this estimate for turn around cost for my rental. I property is rented for $850. Spending around $4K to turn seems very high. The property is in IN. I already pushed back on paint, and they said "dead roaches on the walls that need to be scraped off and treated before repainting." 

Would appreciate any advise on how to push back on this estimate (unless this sounds about right)? I don't live anywhere close, so I am dependent on the property management. I bought the property in Jan 2019, so it's been two year. The property was a turn key purchase. So was renovated before purchase.
