Plumbing issue, need help

I am currently house hacking a SFH where my family and I live in the main part of the house, and we have a tenant in the basement apartment. Yesterday, I noticed a strong smell coming from the sump pump, and sure enough it was filled to the brim. I had someone come unclog the pump, and it was completely packed with wipes, paper towels, etc. that were flushed by the tenant. The bill came to be about half of the monthly rent, so my question is if I am entitled to request her pay for this repair. The lease states that tenant must keep and maintain everything in good working order, aside from normal wear and tear, and if not I can bill for repairs. There is no specific mention of plumbing or water issues, so wondering if I am right in asking for this to be covered by them?
