Evicting Squatters During COVID moratorium

Hello - Has anyone had any luck evicting squatters during this moratorium in WA or know of an attorney that would help?  We've got a situation in Lakewood WA where we have squatters who claim to have an agreement with the past tenant.  They are letting the local homeless and transients stay and overrun the complex.  Our property managers and multiple attorneys have told us we need to show they are an immediate threat to the other tenants or the property.  Our property manager doesn't feel safe going to the unit due to type of people hanging around but I'm told this is not enough to start an eviction.

Well, you are renting in Washington St......so I’d so no.  The squatters “have a basic human right to your property.  Why do you need more than one property when so many go without?”
