W-9 forms from Tenants

We missed getting our tenants filled up W-9 forms during the rental application in NJ. Now we need them for getting a Landlord tenant account. 

What are the consequences if Tenants do not fill the form? How this will effect the eviction or any other Landlord/Tenant issues. 

Also what are the consequences if we do not get a landlord- tenant account. And what are the solutions for these.
