Eviction of a lodger who is an unwanted guess

When I served a 3-day notice after three days expired the police would not help remove the unwanted guest I was told that the notice should have been filed with the courts first. And that I need to file an unlawful detainer I argue with them I told them that I lived on the property that the person what's a lodger who is unwanted never had a rental agreement never paid rent I refuse to leave and I also explained. The person I was trying to evict was bringing drugs to the property and had gang members threatened and sexually assault my one and only renter who has filed a police report  and has now moved out because the girl kept bringing that same person over. And my renter who was assaulted could not get a restraining order because this girl is now established in my home now I must go to the courts and try to have everything filed before I serve her again time was wasted!
