TPO Roof Project - Layover vs New Roof - How long should it last?

Hi BP Community. I need to replace the roof on my multi-unit in Kansas. I am getting bids and they range from 15K to 30K for TPO. The 15K is for a roof layover vs a full new roof which is, has anyone had any experience with this. The layover seems to have a manufacturers warranty for about 10 years and the full new roof is 20 years manufacturers warranty. The prices are quite different, wondering if anyone has done a layover and if it's not a good idea or a cheap fix? Thanks in advance it's raining so I need to get the roof fixed ASAP, any advice would be great!
