Tenant application fee

I was asked a question from a prospective tenant...if not selected does zillow refund the application fee? I could not find an answer anywhere. I know many places that do not refund application fee even if not selected. I didn't want to say no to prospective tenant but did told him i will try to find a fair answer.

Application fees suck and I do not charge them. Think how it would be to be charged a fee each time you submit an application and you apply to 5 places ?  also some areas legislate these types of fees so check your local laws.
