Tenet request better Internet connection
I am currently house hacking and the internet is spotty in the upstairs duplex that I'm renting out. I looked into it and it seems a low voltage contractor can run a Ethernet cord upstairs to install a access point so that my tenet can have better Wifi. The cost is 395 before tax. I currently pay the cost of internet which is $100 every month. Should I split with with my tenet or say she should have to pay the full cost.

What do your lease says? Internet provided by you? If so, did you specify the speed connection and limitations? If not, you can negotiate with tenant. I would recommend next time to have a paragraph in your lease about responsibilities of utilities. All of them, what is included and common expectations (i.e. Internet speed), and what is not included and responsibility of tenant.
FYI, WiFi is not speed but a method of connection. Internet speed depends on what your provider is using (there are several in the market): fiber, DSL, satellite/dish, cable, etc.
