Rent Control California

I understand there is a 5% rent control cap in San Diego county now. There are some additional ways to increase the amount of rent by landlord paying gas and electric. Also inflation is an additonal part of the increase. But my question is does this apply to month to month leases and leases over one year (15, 18 or 24 month lease)?
