Can you guess what I found behind a ceiling vent today?

If you guessed it was a vinyl plank duct taped to the duct work blocking any heat, then you would be right!! 

I just move into my first house hack, and this morning I notice a vent in the living room and no air was blowing out of it. I unscrewed the vent to notice that there was a vinyl plank duck tapped to the duct work blocking any heat. I removed the plank. Is there any logical reason someone would block a vent like this?
