Plumbing Bill for Entire Multifamily Building- Can we chargeback?

Hi Everyone!!

We are currently facing a pretty big plumbing bill for a building with about 6 units. It seems that over an extended period of time, residents have been putting sanitary napkins and wipes down the drains. It is causing sewage issues and we would like to hold them responsible. We are concerned about legally being able to charge because what happens if we have a resident with no kids or going through menopause? We obviously don't want it to blow back if someone decides to fight the charges. We're possibly looking at a 2-3k bill. Any suggestions would be helpful.
