Housing Authority inspection found bathroom mold

Have a single family home rented out to sect 8 tenant. Recently Housing Authority conducted an inspection and found mold growth in bathroom ceiling and grout in wall tiles. They have informed me that ceiling will need to be repaired and repainted and new grout applied. My question is: Shouldn't the mold growth be responsibility of the tenant since she is not giving the bathroom enough ventilation after showers and not performing regular cleaning of the bathroom walls (tile and grout) otherwise I'd be having to perform these "repairs" on a regular basis....
